The Broken Cedar Ranch Development
Lennar has applied to the Texas Commission on Environmental Quality (TCEQ) for a permit to build and operate a wastewater treatment plant to be located about 750 feet southeast of the intersection of FM 484 and Rocky Ranch Rd. According to the permit application, the wastewater treatment plant would serve a proposed Lennar subdivision of 850 houses on a tract of approximately 230 acres fronting the east side of FM 484. It would release up to 600,000 gallons per day of treated wastewater to an unnamed tributary of Potter’s Creek, then to the main channel of Potter’s Creek and ultimately into Canyon Lake.
Opposition to this permit is grounded in the significant community concern around its potential negative impact on groundwater quality and quantity, pollution of area water wells, stormwater runoff damage, odor, pollution due to dramatically increased impervious cover (paved surfaces), and other negative impacts to the ecological wellbeing, quality of life and long term property values of the area. Lennar must have the wastewater permit approved in order to achieve the housing density they propose.
The wastewater permit is the threshold issue —-opening the door for:
Increased traffic on already strained infrastructure
Potential for groundwater quality degradation
School overcrowding
Negative effects of dramatically increased impervious cover such as driveways, paved streets, rooftops and other non-permeable surfaces
Increased demand on emergency services
Degradation of dark sky initiatives
TCEQ has completed technical review of the permit application and issued a letter stating the intention to approve and issue the permit, subject to reviewing public comment on the issue.
